Annual Leave and Death – Postal Employees

What happens to the annual leave that an employee has accumulated if he or she dies in service? If a family loses a loved one and the plans they thought were in place suddenly change, that can be an awfully frustrating time. Families depend on the income and even the planned future income of those who work and support them.
It is urgently important that family members engage in conversations regularly so that they have the information needed to make their lives a little easier when someone they love passes away either expectedly or unexpectedly. However, to have an unexpected death is most trying for a family.
In addition to FEGLI (life insurance), Postal employees have many other benefits that can assist their families in the event of death. If a Postal employee dies while in service his or her beneficiaries or the estate for those employees in a non-bargaining unit are eligible to receive final or terminal leave payments just as the employee would receive had he or she lived. This is important information to know because the monies from the terminal leave payment is without doubt a benefit to the grieving family.
On the other hand for those Postal employees who are in a bargaining unit, their beneficiaries or the estate will also receive the same payments as if the employee had lived with the provision that the amount would also include payment for accrued annual leave in excess of the maximum carryover cap that the employee could have used had he lived. However, any leave that would fall into a use-or-lose category in which the employee would have been required to forfeit would not be eligible for payment.
Knowing what benefits belong to you and how they will work for your family in the event of a misfortune is a critical part of the planning process for living and retiring in comfort and security. Annual Leave Sharing (ALS)
/by Dianna TafazoliThe Postal Service offers a number of ways to help their employees assist each other and transition from the workforce to retirement. Postal employees participate in the Thrift Savings Plan (TSP) among other avenues by which they can save and plan for retirement. One of these ways is the Annual Leave Sharing.
The Postal Service has an annual leave exchange program of which employees may participate. In addition to the annual leave exchange program, employees have the benefit of an Annual Leave Sharing (ALS) program. The leave sharing program provides employees with the option of donating their annual leave to other employees under certain conditions. Many employees find themselves in the use-or-lose category at the end of the year because they have too much leave to carryover, violating the maximum carryover limits set under the Constructive Receipt provision of the Internal Revenue Service for the Postal Service.
The leave sharing program allows employees to both donate and receive leave from other employees who are career non-bargaining and bargaining unit Postal Employees. The program is also available under certain collective bargaining agreements to non-career transitional employees.
The leave sharing program assists many employees with not falling into an LWOP category that could create a financial burden on them and their families. The leave sharing program is also effective in that it is not a leave borrowing program where the leave must be paid back still placing a burden on the employee who is borrowing the leave.
Such leave sharing programs are not only a benefit to employees who need to borrow leave so that they can remain in a pay status, but engenders a team building mechanism for the organization. In addition, leave sharing programs benefit the organization by showing an efficient utilization of leave benefits. Instead of calculating the amount of annual leave that is forfeited because of use-or-lose, it rather shows how leave is reinvested into the organization’s greatest asset- the workforce.
Investing in employees is an investment in the retirement readiness of the workforce which is an investment in the future of our nation.

Flexible Spending Account
The Postal Service offers Flexible Spending Accounts (FSA) to their employees. The FSA program is administered by United Healthcare for the United States Postal Service. There are a number of ways or portals by which Postal employees can enroll in FSA (Flexible Spending Account) during open season which generally runs from mid- November to the latter part of December with a grace period of approximately 2 1/2 months for those who are still participating as of the end of December or December 31, 2014.
Postal employees can use PostalEASE to enroll in the Flexible Spending Account Program. They may call the Employee Service Line toll-free at (877) 477-3272 and press option 1. They may also use an employee self-service Kiosk and choose PostalEASE to enroll. Postal employees have the option of going to LiteBlue and choosing PostalEASE. They can also choose the ‘Essential Links’, and click PostalEASE at your LiteBlue account.
Only career employees may participate in the Postal Service’s FSA program. To qualify the employee must have completed a minimum of 26 pay periods of Postal Service by the end of the pay period of the year in which participation is requested. If an employee has been in a Leave Without Pay Status (LWOP) lasting for 8 consecutive full pay periods as of mid-December of the current year, then the employee is not eligible to participate in the FSA program. The only exception is that the employee is returning from military service.
Postal Employees are offered two FSA programs – the Health Care FSA and the Dependent Care FSA. Annual contributions are limited to $2500 for the Health Care FSA. The contributions are limited to $5,000 for a family and $2500 for a married employee who files separately for the Dependent Care FSA.
Contributions are withheld via payroll deduction covering 26 pay periods in equal amounts. Employees may make a minimum contribution of $5 per period to either of their Flexible Spending Accounts. Employees may not change contributions amounts or cancel enrollment during the plan year except for certain qualifying life events.
Although Flexible Spending Accounts do not transfer in retirement, they are a sound way of managing money and resources during the work career. Many families find them especially useful when they are growing their families and may have unexpected medical expenses and child care expenses. Every family and every situation is unique. Did you know that the United States Postal Service has an Annual Leave Exchange (ALE) Program available through the LiteBlue website? There is a lot of information on the Blue Page that can help you manage your employment life including a solid plan for retirement. The Annual Leave Exchange Program (ALE) provides that eligible career employees can opt to receive a lump sum payment in exchange for annual leave. You can only exercise this option during Open Season. Employees who are eligible receive the Letter on Annual Leave Exchange annually.
The Annual Leave Exchange program applies to leave that will be earned during the next year. Once you have made the exchange, you are no longer eligible to use the annual leave. There are also other conditions that apply.
Postal employees classified as working full-time and part-time regular career employees that are not a part of a collective bargaining unit can opt to exchange the annual leave they will earn for the next year for cash up to 128 hours. They must also have an annual leave balance of 160 hours at the end of a current leave year.
Under some Collective Bargaining Agreements that cover full-time and part-time regular employees, they must have a leave balance of 440 hours at the end of the leave year. They also must have used less than 75 hours of sick leave during the leave year to qualify to participate in the annual leave exchange program. Upon meeting the qualification requirements, these employees are allowed to exchange up to 40 hours of the annual leave they would earn during the next leave year.
There is also a “Constructive Receipt” clause in the Annual Leave Exchange Program as governed by the Internal Revenue Service. It stipulates that Postal Service employees are not allowed to exchange leave already earned that exceeds the carryover limit for the Postal Service.
Employees that are in a Bargaining Unit have an annual leave limit carryover of 55 days or 440 hours. Those under the Executive and Administrative Schedule have an annual leave limit carryover of 70 days or 560 hours.
There are a number of ways by which Postal Service Employees can make their ALE elections. They may use PostalEase Online, LiteBlue, Blue or one of the many Kiosks designated for employees to conduct business. Postal Service Employees may also use the Self-Service Phone option by calling (877) 477-3273).

The Post Office provides the kind of convenience to Americans we have come to depend on. The quality of service that is offered to external customers is often indicative of the service provided to its internal customers – the workforce. Just as postal services are made easy for Americans to take care of their postal needs, LiteBlue via PostalEase makes it easy, fast and convenient for Postal employees to take care of their needs.
PostalEase is a telephone enrollment system implemented by the Postal Service to make Direct Deposit, FEHB decisions, Thrift Savings Plan elections and much more. The Postal employee only needs to call a toll-free number with their Employee ID Number (EIN) and their USPS Personal identification Number (PIN) to gain access to the system or login to www.liteblue.usps.gov.
Postal employees can make Open Season decisions, elect contribution amounts to their TSP.gov account and change their Thrift Savings Plan contribution amounts. Postal employees can also cancel or stop their Thrift Savings Plan contributions. If you use the PostalEase phone service to transact business with allotments/net to bank you must have in addition to your PIN and EIN, your Account Number, the type of account and the 9 digit Routing Number to you banking institution.
If you don’t have a PIN you can also make the request via phone. The PIN will be mailed to your mailing address of record within 10 days. After completing any transactions via LiteBlue-PostalEase, you will receive a confirmation number that should be maintained for your records.

How to Bid Assignments and Routes on USPS LiteBlue
The LiteBlue Route / Bid Assignments Process:
The postal employee’s request or ‘bid’ for a posting is submitted to HRSSC the employee’s district rural analyst. The district will be the recipient of all correspondence from HRSSC regarding the bid, which is then forwarded to the rural unit.
The LiteBlue bidding process is, now, entirely automated, from the creation of the route posting to the award (which is given by seniority) and then ultimately to the necessary personnel actions. HRSSC relies upon the local office to review all documents, for accuracy and omissions, prior to any action being taken.
To bid on a posted assignment / route through the USPS LiteBlue website you will need your employee ID and PIN.
Necessary Steps:
1) Visit LiteBlue (www.liteblue.usps.gov) and enter PIN and Employee ID Number where indicated.
2) Click on “My HR” button along the top row.
3) In the right column under the “I Am” section select “A Craft Employee”
This will take you to the USPS LiteBlue bidding page
4) Click ‘Enter Job Bids”
5) Select the “Posting Number” that you would like to bid.
If you are bidding more than one assignment you should indicate your 1st, 2nd and 3rd choice, etc.
Enter your preference in the ‘Choice’ column.
All job bidding through the USPS today is done through LiteBlue or by telephone. The system, which is available 24/7 is called ‘eJobBidding.’ The automated is user friendly and provides instructions to help the user navigate the site and bidding process.

Making sure you maintain up-to-date contact information with your employer is incredibly important. For Postal Employees updating this information can take place 24 hours a day 7 days a week through USPS LiteBlue (www.liteblue.usps.com). In addition to your address, Postal employees may also be able to update their phone numbers and emergency contacts through the USPS LiteBlue website.
You will need to have your Employee ID and USPS PIN to access USPS LiteBlue. Once within the site – visit the “Employee Resources” section of the site and select “Change of Address.” Your current information should appear including your Addres, Telephone Number, Emergency Contact, etc.
To update your own information, select the “Edit” button and follow the prompts. Make sure you save any changes and confirm the changes you made are correct and saved within the system before you leave the site.
You can also change your mailing address by mail.

LiteBlue – How To Receive A Copy of My Postal Pay Stub

If you are a Postal employee you can easily find a copy of your Postal Service Pay Stub through LiteBlue (www.liteblue.usps.gov)
For the past 40 pay periods (about 20 months) your pay stubs are stored in ePayroll through LiteBlue.
Instructions for ePayroll;
- Visit the LiteBlue
- Enter your USPS employee ID and PIN
- Click the “Log On” button.
- Go to the “Employee Application” carousel
- Choose “ePayroll” from the list of applications.

USPS LiteBlue: Access to More Than Just Your Earnings Statement

ePAYROLL is another www.LiteBlue.usps.gov feature available to you through USPS LiteBlue ‘MY HR.’
“Employee apps” such as “My HR” have been available for several years now through LiteBlue — your HR website on USPS LiteBlue. Among your self-service Employee apps is ePayroll, which is available to nearly all USPS employees (rural delivery employees are not included) who wish to use direct deposit.
The USPS LiteBlue ePayroll app is available to USPS employees 24 hours a day giving you immediate access to your earning statements. Employees can review their earning statements for up to 40 consecutive previous pay periods. (Don’t forget that your USPS LiteBlue access is removed once you separate from service).

Earnings statements on LiteBlue ePayroll is available the employee once new records are processed. The LiteBlue ePayroll statements provide more detail than traditional printed statements on processed allotments, benefit deductions, withholdings and leave balances. In addition LiteBlue ePayroll also provides the user with online guides so employees can better understand their earnings statements and all of the information contained within them.
“Go Green” with ePayroll
Employees who wish can also store their records electronically on their computers without the need to print out the statements themselves.
How to Access ePayroll (you have 3 ways):
· Go to www.LiteBlue.usps.gov
o Select the Employee Apps ‘carousel’ at the center of the home page.
· On LiteBlue;
o Select the My HR tab and then the “Find Employee Apps” section.
· On LiteBlue;
o Select the employee apps button near the bottom of the ‘My HR’ pages.

USPS LiteBlue: New LiteBlue PIN

As of April 28, 2014, Postal employees will be required to use a new password to access USPS LiteBlue / PostalEase and other self-service web applications like eCareer and ePayroll. This move will take place through the usage of a Self-Service Profile (SSP) application (www.ssp.usps.gov) which will be used by employees to create and manage their self-service password, email address, security challenge questions, and 4-digit Personal PIN.
“The change to a self-service password (on the LiteBlue system) is necessary to protect and secure employee information,” said Corporate Information Security Officer Chuck McGann. The hope is that by moving to a stronger password, USPS employee data will be more secure and that the LiteBlue online USPS system will able to help protect employee’s personal information better.

How to use LiteBlue
To use LiteBlue and view your information, visit the website (LiteBlue.usps.gov). You will find the site by clicking HERE. The site is maintained by the USPS as part of the United States Postal Service employee service extranet.
You will need to fill in the required fields on the login screen (see below for visual instructions). You will also need several forms of identification in order to access USPS.
What You Will Need to access your account;
Your USPS employee ID number.
You can find your USPS Employee ID Number on any one of your earnings statements if you do not already know it.
Your USPS PIN number, which was given to you for access to PostalEASE.

Basic Employee Death Benefit: Applying for BEDB

If you are a federal or postal employee part of your discussion for putting in place end of life provisions should include what your survivors need to know about applying for the basic employee death benefit.
Whether you are FERS or CSRS all applicants must complete the Standard Form (SF) 3104 – Application for Basic Employee Death Benefit. There is no need to worry about what to do because the instructions are fully outlined on the form. You may under certain circumstances have to complete additional forms.
If the deceased was retired at the time of death and you are the surviving spouse, you would be required to complete SF 3104A – Survivor Supplement which is an attachment to the SF 3104. Here again, the instructions are found on the form.
If the deceased was still an active employee upon his/her death and you are a surviving spouse or the former spouse, you and the deceased’s agency of employment are required to complete SF 3104B – Documentation and Elections in Support of Application for Death Benefits when Deceased was an Employee at the Time of Death. The 3104B can be acquired via the deceased federal employee’s former agency of employment. Instructions for executing the 3104B are found on the form.
Once applicable application materials have been completed it should be submitted to the employee’s employing agency of record if the deceased was still an active employee at the time of death. If the deceased was a former employee or a retiree, the completed application should be sent to the Office of Personnel Management’s Federal Employees Retirement System at P. O. Box 45, Boyers, PA 16017-0045.
Some of the small things we need to know can become an obstacle at a time when our emotions can least afford to be challenged. Start putting the business of the end of your life in place now so that your heartache and sorrow will only be because you are saying goodbye to a loved one.

BEDB – Other Details You Might Need To Know

Many persons receiving survivor or BEDB death benefits will make address changes, bank account changes and other changes after submitting the application. If you happen to change your bank account before you receive payment, keep the old account open until you are assured that the payment has been deposited into the new account.
When you are fully acclimated into the system and begun receiving annuity payments, you can conduct much of your business online, including making any changes you deem necessary. You will receive a password to utilize the services of the online system once your payments begin.
Whether you choose to receive your BEDB payments via direct deposit or the direct express debit card, you will receive all other information relevant to you at the mailing address on file with the Office of Personnel Management.
If your mailing address changes before the processing of your application is completed by OPM and you have not received your claim number you should write to the Office of Personnel Management giving your name, date of birth, social security number and the same for the deceased federal employee. If you have received your claim number you can communicate with OPM via telephone of write to register a change of address.
When addressing any BEDB questions and/or concerns to OPM be sure to always use your claim number on all correspondence.

Receiving Your BEDB and Survivor Annuity Payment

Many individuals who came of age when a lot of the automation we take for granted today was not in existence, have some reservations about BEDB direct deposit and taking care of their financial affairs online. The Department of Treasury through which federal benefits are paid requires all federal benefits be made by electronic means.
Believe it or not, there are still some individuals who do not have bank accounts; they simply choose to handle their business otherwise where they find the most comfort and security. The government recognizes this concern and for individuals who do not have bank accounts, payments can be made through a Direct Express Debit Card. The BEDB annuity payment is automatically deposited to the card on the date you would otherwise receive your annuity payment and is immediately available for your use.
There are some benefits you cannot receive by direct deposit or the express debit card and they are the Basic Employee Death Benefit and the survivor annuity payment if your permanent address where you would ordinarily receive payments is outside of the United States in countries where the automated programs are not available.
You must notify the Office of Personnel Management as to how you wish to receive your BEDB payments by completing Section 1 of SF 3104 – Application for Death Benefits. You can also send the Direct Deposit sign-up form (SF 1199A) to OPM’s Retirement Operations Branch – Boyers, Pennsylvania – P. O. Box 440 – 16017-0440. You and your bank must complete the form. You can also fax the information to OPM. Visit the OPM website for a current fax number.

BEDB: Basic Employee Death Benefit

Federal employees’ spouses may be entitled to a Basic Employee Death Benefit (BEDB) upon the death of the employee if the following conditions are met:
• You were married to the deceased employee for at least nine months. If the death occurred as a result of an accident, then the 9 month requirement does not apply.
• You were the parent of a child born out of the marriage even if the child was born after the death of the employee or retiree. You are also entitled if the child was born out of wedlock and you and the deceased federal employee later married.
Under these provisions as the spouse you may be eligible for the BEDB that is equal to 50% of the employee’s final salary or the employee’s average salary if it is higher than the final salary plus $15,000.
The $15,000 is increased by the Civil Service Retirement System’s cost-of-living adjustments.
The same benefit may be paid to a former spouse in whole or partially if there is a court order on file at the Office of Personnel Management (OPM) qualifying the ex-spouse to receive the benefit. The former spouse must have been married to the deceased federal employee for at least nine months and did not remarry prior to reaching age 55.
It is important to know the facts so that important aspects of your federal retirement benefits and provisions can become part of your planning process to retire well. If there are details about your benefits that you need more clarity on, visit your human resources office if you are an active federal employee. If you are retired use your CSA number to contact the Office of Personnel Management so that you will know everything needed to live and retire in comfort and security.
